H.R. 8964 – DONOR Milk Act – May 2026
The National Coalition for Infant Health urges Congress to support the Developing Oversight for Nutrition through the Official Regulation of (DONOR) Milk Act (H.R. 8964), which would establish clear, science-based safety standards for donor human milk used by vulnerable infants.
H.R. 4569 – Premature Infant Nutrition Act – August 2025
Support the Premature Infant Nutrition Act (H.R.4569) to ensure all premature infants have access to the life-saving nutrition they need. Human milk-based fortifiers can be medically necessary for premature infants whose elevated nutritional needs may not be met with breast milk alone. H.R. 4569 would require insurance coverage under Medicaid, CHIP, and private health plans and eliminate out-of-pocket costs, helping protect vulnerable infants.
H.R. 236 – NICU Baby’s Bill of Rights – April 2025
The NICU Baby’s Bill of Rights (H. Res. 236) is a bipartisan resolution, introduced by Representatives Erin Houchin (R IN-09) and Morgan McGarvey (D KY-3), that acknowledges these challenges and urges adoption of family-centered, developmentally appropriate care. Originally drafted by the NICU Parent Network in 2014 and updated in 2024 to reflect the latest standards, this resolution promotes informed consent, parental integration in care, and essential mental health support for caregivers.
